The throttle sleeve is the plastic tube your grip rotates on, turning your wrist into cable pull. A cracked or worn sleeve makes the throttle notchy or sticky and can fray the cable ends. A fresh sleeve restores smooth, even throttle action. Confirm it matches your handlebar and switch housing before ordering.
